Low carbon

The economy represents high efficiency, energy saving and sustainable development.

The convening of the 2009 Copenhagen conference accelerated the process of "low carbon" in China.


Now, people say "low carbon", while we are pleased with the idea of being deeply rooted in the hearts of the people, we can not ignore some misinterpretation and even some simple and rough ways are being carried out in the name of "low carbon".

As an ideal economic state, low carbon is still far away from us. We need entrepreneurs and industry colleagues to take the lead in action. This is not only a fulfillment of social responsibility, but also a broader road for our tomorrow.


From the end of 2009 to the spring of 2010, Beijing experienced the longest and frigid winter, a fleeting spring and a summer sun baked egg.

The whole world is cold and warm, the winter is getting colder and hotter, the summer is getting hotter and hotter, and natural disasters are coming one after another.


In December 2009, the Copenhagen conference was held, and the emission reduction targets of developing countries were pushed to the cusp. Premier Wen Jiabao made the unit GDP from China to 2020.

According to some media analysis, this is an index that can be got internationally, and the goal of domestic efforts may be higher and stricter.

At present, how to deal with the contradiction between development and energy conservation and emission reduction has become an urgent problem for the government and enterprises.


  

Low carbon

It's not power outage.


This year, many enterprises in Jiangsu and Zhejiang provinces have realized the pain of power outage and limited production.


A government leader in Zhili Town, Huzhou, Zhejiang, told reporters that in order to achieve the goal of reducing emissions, Huzhou opened a five stop nine, which has baffled many textile enterprises.

As a cluster of children's clothing, the products of Zhili are widely sold at home and abroad.

"Now the enterprise is not worried about not receiving the list, but worried that the order can not be completed on time."

The deputy mayor in charge of children's clothing said that because of the Taihu lake, Huzhou's energy saving and emission reduction tasks were more heavy, and with high labor costs, weaving became more and more unsuitable for ordinary textile enterprises to survive.


Wuxi, which borders Huzhou, is also facing similar problems.

"The power restriction in Wuxi is very strict. If a natural company is not a national key high-tech enterprise, it will be sluice limited."

Zhu Guomin, general manager of Wuxi Natural Textile Industrial Co., Ltd., said that orders for natural companies increased by 50% this year, and electricity consumption increased by 40%. If the electricity is limited, the production of the company is simply unthinkable.

Zhu Guomin revealed that the power cuts and production restrictions are now difficult for Wuxi's manufacturing industry, and many of the owners of textile mills are reluctant to operate in the industry again.


The local government also has the difficulties to take measures to limit production.

The "11th Five-Year plan" clearly put forward the target of reducing energy consumption per unit of GDP by about 20%. Under the powerful role of a series of policies, energy conservation and emission reduction work has made positive progress.

However, due to the impact of the financial crisis, in order to maintain growth, some places have reserved the backward production capacity that should be eliminated. Although some achievements have been made in promoting employment, it has exacerbated the contradiction of overcapacity, resulting in heavy task of energy saving and emission reduction this year.

In the first half of this year, the energy consumption per unit of GDP increased by 0.09%.

To accomplish the goal of "11th Five-Year", it means that the goal of reducing consumption by 4.48% must be achieved in the second half of this year. The task is arduous.

Although the mood is understandable, this simple and crude way has also been questioned by all sides.

Professor Gu Qingliang, Professor of textile economics and management research center of Donghua University, called it "a strategy that is not logical, mindless and reckless."

Its "one size fits all" has been criticized. Insiders pointed out that although sluice limited production will reduce energy consumption of high-energy consuming enterprises, it will also disrupt the production planning and deployment of non restricted enterprises, resulting in unestimated economic losses, which will directly affect the income of employees.

In response to such initiatives by the local government, the relevant people of the national development and Reform Commission and the Electric Regulatory Commission said that the "power restriction" is not the same as "energy conservation and emission reduction".

"Energy saving and emission reduction" is the government's policy adjustment and control, such as increasing the production cost of these high energy consuming enterprises, such as the implementation of higher electricity prices for high energy consuming enterprises, and phasing out the enterprises with high energy consumption and low output, so as to realize the adjustment of economic structure.


Carbon efficiency in development


After 15 years of work in the textile industry, Zhu Guomin is aware of the market space of textile and clothing. He sees more and more farmers entering the city. More and more brand shops are appearing in the streets. China's domestic demand market is absolutely promising. But how to develop manufacturing industry before protecting the environment is an urgent task.

Gu Qingliang's vision is more macroscopic. He said that China is at the critical stage of industrialization and urbanization, and the right to discharge and development can not be deprived. But in pursuit of development, we must control GDP carbon efficiency and control the per capita carbon consumption while ensuring the quality of life.


How to realize the two considerations of low carbon and development? The industry generally agrees that "developing carbon efficiency and achieving a balanced development with a low carbon economy".

For the textile industry, the core of developing low-carbon economy is to reduce the high carbon and inefficient industrial sectors through the adjustment of industrial structure and product mix, and eliminate backward enterprises and environmentally unfriendly products.

The above measures to limit power generation in the industry, in the industry view, belong to short-term sprint, but the surface figure is pretty, for energy conservation and emission reduction can not fundamentally play a role.

Gu Qingliang made the prescription for China's textile industry to get out of the low carbon dilemma: production mode pformation, opening up new markets, new needs and new fields; innovating technological process, realizing short process and fast process; innovating products, developing suitable, suitable and timely products; changing life style, carrying out healthy consumption and walking into low-carbon life.

These abstract academic discourses have been practiced in many excellent textile enterprises.

In the low carbon textile industry, our country has already appeared many outstanding models.
